MashExpo: New Vectors for Industrial Infrastructure Development

A session on the development of mechanical engineering in Siberia was held as part of the "MashExpo Siberia" international industrial exhibition.
At the event organized by the Association of Industrial Park Operators, the Union of the Chamber of Commerce and Industry of the Novosibirsk Region, and the SER Business Club, one of the key topics was the development of industrial infrastructure for localizing industrial enterprises.
Sergey Syomka, Chairman of the Board of the SER Business Club of Executives, noted that the Novosibirsk Region began systematically developing industrial infrastructure in the early 2000s, when the decision was made to create an Industrial Logistics Park. This was followed by the establishment of technology parks and private industrial parks. Last year, the first special economic zone was established in the Novosibirsk Region.
Irina Golysheva, Director of the Investor Relations Department at the Novosibirsk Region Development Corporation, discussed trends in industrial infrastructure development.
According to the Association of Industrial Parks of Russia, more than 450 parks and 59 SEZs are operating or under development in the country.
When selecting a site for project localization, investors increasingly prefer locations with ready-made infrastructure – industrial parks, industrial technology parks, and SEZs. Such sites provide undeniable advantages for both the region and businesses: attracting investments to the region, creating jobs, increasing production efficiency, reducing costs, and shortening project implementation timelines. In the case of locating at a site with preferential regimes, cost reduction becomes even more significant.
Galina Kopylova, Advisor to the General Director of Severny Park Razvitiya LLC, emphasized in her speech that locating within a special economic zone allows an investor to significantly save costs and shorten the project payback period, which is critically important in the current economic conditions.
"The SEZ preferential regime offers residents up to 30% savings on taxes and fees. Moreover, the 'Novosibirsk' SEZ provides a number of other opportunities that allow enterprises to achieve substantial savings across various areas of their operations. For example, integration with Siberia's largest transport and logistics center, which is part of the federal network of high-tech logistics centers. This enables residents to significantly reduce costs for raw material and finished product logistics. Additionally, the supply of products and equipment within the customs zone makes it possible to reduce customs duties and customs VAT to zero."
The session also featured representatives of private industrial parks in the Novosibirsk Region that are developing in the brownfield format, offering excellent opportunities for locating small manufacturing enterprises. They noted that the advantages of such sites include not only ready-made infrastructure and production facilities but often also the presence of a large anchor resident. This facilitates close enterprise cooperation.
Egor Mironenko, General Director of RID Group-Novosibirsk, provided such an example: "Sibirskoye Steklo is the largest resident in our 'Ekran' industrial park, occupying 16 of the 26 hectares and producing around a billion glass bottles annually. The site also houses processing plants, thus creating a recycling loop at a single location while maintaining environmental requirements."
Summarizing the discussions, session participants noted that today, prepared industrial sites are a vital tool for industrial development, providing businesses with conditions for rapid expansion and increased production volumes.
